生态环境损害赔偿核心目标是解决长期困扰人们的“企业污染、群众受害、政府买单”难题，使大气污染、水污染、土壤污染摆脱“公地悲剧”。并满足四大需求：（1）实现损害担责的需要；（2）弥补制度缺失的需要；（3）政府履行环境保护职责的需要；（4）为立法积累实践经验的需要。

 The core purpose of compensation for ecological and environmental damage is to solve the long-standing problem of "enterprises pollute, the public suffers and the government pays", so that air pollution, water contamination and soil pollution can escape from the "tragedy of the commons". The damage compensation also meets four major needs: (1) the need to achieve liability for damages; (2) the need to make up for the lack of the system; (3) the need for the government to fulfill its responsibility for environmental protection; and (4) the need to accumulate practical experience for legislation.
