上海市嘉定区人民政府

（1）发生较大及以上突发环境事件的；（2）在国家和上海市级主体功能区规划中划定的重点生态功能区、禁止开发区发生环境污染、生态破坏事件的；（3）上海市生态保护红线范围内(禁止开发区以外的陆域)发生一般及以上突发环境事件的；（4）违法排放污染物，造成生态环境严重损害，导致耕地、森林、绿地、滩涂、湿地、渔业水域及其他水资源等基本功能丧失或者其他严重后果的；（5）其他生态环境严重损害行为，检察机关提出索赔建议或者赔偿权利人认为有必要提起生态环境损害赔偿的。

 (1) the occurrence of large and above environmental emergencies; (2) the occurrence of environmental pollution and ecological damage in the key ecological function areas and prohibited development zones designated in the national and Shanghai main functional area plan; (3) the occurrence of general and above environmental emergencies within the ecological protection red line in Shanghai (land areas outside the prohibited development zones); (4) illegal discharge of pollutants, causing serious damage to the ecological environment, resulting in the loss of basic functions of arable land, forests, greenbelts, beaches, wetlands, fishery waters and other water resources, or other serious consequences; (5) other serious ecological and environmental damage when the procuratorial organization has proposed claims for compensation or when the compensation obligee considered it necessary to file compensation for ecological and environmental damage.
